Marianne Couch, JD, a Principal in the Cokala group, is an advisor on U.S. federal and state tax
information reporting compliance.  She is a frequent lecturer at major tax conferences and the
author of numerous published articles. She served for many years as Research Director of
Balance Consulting, and chaired special training and advisory services provided to large
organizations and academic and nonprofit institutions. She was previously a member of the
IRS Information Reporting Program Advisory Committee (IRPAC), where she served as Chair of
the IRPAC Subcommittee on Small Business and Self-Employed (SBSE) tax issues.  In this
capacity, she testified annually before the IRS Commissioner on issues of concern to the
information reporting community.  Marianne has previously worked as a litigator for a large
Michigan law firm, where she represented individuals and large clients in many types of civil
actions, and formerly served as a Research Attorney for the Michigan Court of Appeals.  

Jerri LS Langer, JD, LLM, a Principal in the Cokala group, is a nationally recognized
information reporting and withholding consultant who provides a wide range of tax advisory
services to many Fortune 500 companies around the world.  She is currently a member of the
IRS Commissioner’s Information Reporting Program Advisory Committee (IRPAC).  This is her
second IRPAC appointment; she previously served in 1999-2000 and was Subcommittee Chair
on Legislation and Regulatory Matters.  Prior to joining as a partner in the COKALA tax group,
Jerri served as a Director in Balance Consulting, an organization specializing in tax reporting
and withholding compliance; and earlier as chief tax compliance officer of ProBusiness
Services Inc, a Fortune 500 payroll service company, where she orchestrated a new merger &
acquisition service, as well as managed tax controversy and government relations areas.  Jerri
learned much of her trade as a Director in Deloitte & Touche, where she gained a national
reputation assisting clients in complying with domestic and international payroll tax, as well as
other tax reporting and withholding requirements.  Earlier, as a tax advisor on Wall Street, she
gained significant operational experience in brokerage, banking and insurance operations and
product development, as well as in retirement plan and employee benefits processing.  She is
the author of Aspen Publishers’ Ohio Payroll Guide, co-authors Aspen Publishers’ California
Payroll Guide and contributes to Aspen’s The Payroll Answer Book, all widely circulated
publications.  She also authored the first BNA Tax Portfolio on U.S. Information Reporting and
Backup Withholding, and is frequently quoted as in many trade journals such as BNA’s Payroll
Management Guide.   

Linda Dodd-Major, Esq., provides strategic consulting for immigration matters pertaining to
business, employment and education, as well as employment eligibility verification (Form I-9)
compliance. She formerly served as creator and Director of the U.S. Immigration and
Naturalization Service Office of Business Liaison, and as counsel to the INS Programs
Division. Her expertise includes converting the complex, interrelated laws, regulations, policies
and procedures into practical options for organizations that hire or make payments to non-U.S.
individuals or entities.

Paula Singer, Esq., concentrates her practice on cross border tax and legal matters for
individuals and businesses. She is a partner in the law firm, Vacovec, Mayotte & Singer, LLP,
and co-founder of Windstar Technologies, Inc., nationally-known leader in solutions for
international tax and immigration compliance for payments to foreign workers, scholars and
international visitors. In 1995, Paula assisted the IRS with the design of the Form 1040NR-EZ
tax return. She frequently lectures on international tax matters and has published numerous
articles on international tax topics. She is the author of a series of books under the collective
